Good eye, I didn't realize that this was the case...
Looking at other use of ZipEntry... do we need to update ConfigSetsHandler#234
(and uploadFileToConfig later assumes that it is also /-normalized, I think?)
I suspect these don't have test coverage? Or maybe there is some nuance that
makes them ok that I'm not seeing.
