ConfigSetsHandler#234 is never hit at least not in any meaningful way. The
filesToDelete is never updated - since tries to strip the "/" anyway and
filesToDelete has the "/" on the end. It looks like the logic changed along the
way and isn't necessary to do the endsWith("/") check anymore. I'm going to
push an update to the PR branch and check on Windows in more detail.
