SOLR-15973: Fix TestSchemaDesignerConfigSetHelper#testDownloadAndZip failure on
Windows
Also removes an unnecessary filePath.endsWith
check in ConfigSetsHandler since it has a similar
OS separator specific check that isn't needed.
