This Jira is de-railing a bit if it aims to replace both start scripts, in.sh
scripts, rebuild SolrCli etc. Perhaps you can make an umbrella where new config
format is one of its children?
I tried to avoid having the Java CLI program fork new processes. Not entirely
sure why I tried to avoid that but I think it is due to the fear of the nested
process structure introducing new issues wrt running "ps", "kill" and other
tooling around managing Solr processes? What happens if you kill the CLI
process? What if you kill its "start.jar" child?
