It is the most common config format these days, just as simple as properties,
but still supports types when necessary. Don't know if we'll need much
structured config, but if we do it will fit the bill better than properties.
I'll not stand in the way of adopting this solution for 10.0 though. Once we
have a formal definition of the file format, we can swap its implementation
later.
