I switched to a plugin-specific approach for now. I created JIRA ticket
[SOLR-17079|https://issues.apache.org/jira/browse/SOLR-17079] and associated
patch for replica placement plugins. Same approach could be followed for
request handlers, and maybe something more generic will emerge at this point.
