I don't think "cluster plugins" is wrong / inaccurate; there is currently a
cluster level way of deploying them, and the configuration goes to ZK.
Vincent, you are proposing augmenting that code to *also* support
locally-defined node plugins (in solr.xml) {_}as well{_}.
