I don't think we should proceed with <plugin/>, which is inconsistent, even if
it means we may not have time to do it in a consistent way. Backend (code) can
change over time (more latitude for temporary solutions); user-exposed stuff
(like solr.xml) is really hard to change because of backwards-compatibility and
disrupting users. I'm tempted to explore the difficulty you speak of so I am
more familiar with it and can generate ideas... (which is tantamount to doing
much of the work), but I need to set aside some time.
