I am leaning towards a separate repository. We can get this out faster, catered 
towards Solr users, not necessarily Solr developers.

The MCP server and Solr development and rollout can be decoupled as is the case 
with some of the MCP Servers out there - Github, Elastic, Brave etc which have 
been implemented using completely different tooling than the external system 
they provide MCP capability for.
If you are able to help create a new repository, I can check the code in there.
