I think "yet another repo" that doesn't get much visibility, while better that 
it's under Apache, isn't really going to be meaningfully different than keeping 
it where it is.   Since solr-sandbox isn't set up for releases, then it's out.  

Obviously my preference is that MCP is built into the core of Solr.   Having it 
be "yet another bolt on thing" means that our data scientist colleagues, who 
are really going to love the ability to interact with Solr without being solr 
experts, are going to have to deploy, at least locally, yet another tool or 
service.   Instead of just pointing to a Solr and discovering which tools that 
Solr version etc has.  Which means adoption will be a lot slower.    I'm not 
convinced that a separate tool will accelreate adoption...   But I'm ready to 
be wrong!  

I think we should have Aditya prepare the initial PR to solr-mcp once it's 
created, so we can review and suggest things that we want to make it fit into 
the Apache Solr ecosystem the best:
 * Integrate it into the website
 * Add it to the Ref Guide, especially with a tutorial!
 * Get a nice "welcome" blog post out for it.
 * Anything build tooling or libs usage?  What would make it feel more "solr 
like" so that existing committers and contributors can get their hands dirty in 
it?
 * Any other patterns that we use that we would want in a java centric sub 
project?
