I vote for a phase one accepting the contribution into a new git repo and roll 
with it for a while. It does not intuitively feel "better" to force it into the 
main runtime. If we down the road realize that the repo stalls or gets too few 
releases or is hard to keep in sync with Solr APIs, then we can reconsider. But 
I think perhaps this thing will attract new (and old) committers who can have 
more freedom hacking in a separate repo and separate releases. Being a much 
smaller product, releases will also be more light weight.

We have some experience releasing solr-operator independently, and it has a 
value to gain experience in maintaining yet another independent artifact, where 
we can learn how to set up test coverage with various Solr versions etc.
