I am intrigued by David's suggestion that if a ImplicitPlugins.json was in the 
configset, then it is used.  Would it be more compelling if other hardcoded 
items like the QueryResponseWriters that are defined in 
DEFAULT_RESPONSE_WRITERS instead were in the ImplicitPlugins.json?

I would prefer to stay away from XML magic with xinclude etc and instead 
configure thorugh java logic...
