sure ... but I think you still had a question of whether it's "safe" to
backport to 10x, correct? ... that's where i'm confused, because it's not clear
to me if we actually need to worry about anyone actually using this localparam
(because i can't tell it currently does anything useful if you try to use this
QParser as a query parser)
