For javadoc link checks in particular, I researched what Lucene did and I filed
an issue linked here SOLR-18523
Lucene has yet to improve changelog to HTML generation. I feel like the issue
title here is decoupled from a conversion task that should be its own. After
doing both issues, we close the current issue as no longer relevant.
