You are correct, the py script could move to dev-tools/scripts and just be
invoked from releaseWizard.
A nice thing with the java port is you get tests. Bad things are more LOC, less
readable code (unless we require Java 25, main, to use newer features?), and
harder to invoke by hand should you want to do that for some reason.
