I have no idea what can be wrong, based on your example there is no information 
how do you use Struts, do you use Sitemesh integration or maybe Velocity (which 
can modify Content-Type and Charset). Struts by itself uses UTF-8 everywhere. 
Also you said that the return type is {{application/script}} which isn't 
handled/supported by Struts so this must be something else.

Did you try to use anonymous mode in your browser? Did you removed cache of 
your servlet container before deploying a new version of your app based on 
Struts 2.5?
