Hi, Lukasz, 

Yes, my application is struts based, I have struts.xml as well as the 
struts-core jars. 

In struts 2.3.*, the Content-Type is without charset, and everything works 
fine, and if I change to the 2.5.22, the Content-Type will with 
charset=ISO-8859-1.

I tried to clean the cookie/cache and all kinds of browser (Edge, Chrome. 
FireFox), same issue. 

And I cleaned the work directory every time I re-deploy the application. 

Is there any mechanize in struts to handle the encoding, or loading resources?
