OK. I managed to install OOo 3.3.0[OOO3330m20(Build:9567)].
(thanks to Hagar de l'Est tutorial :-)
Unfortunately, the issue I originally reported persist:

1. Define Heading 1 so that Font Effects -> Effects <= Title .
2. Type the sentence "Hello world, what a wonderful day." (without the quotes).
2. Make sure the cursor is within the sentence.
3. Apply Heading 1 (I use Ctrl+1).
Consequently I get this result: "Hello World, What A Wonderful Day." in bold
large fonts.
* Now, trying to change the A into an a : 
4. Mark only the A.
5. In the menu, Format -> Character -> Font Effects -> Effects <= (Without),
* and nothing changes.
Applying Format -> Change Case -> lowercase (or tOGGLE cASE) 
doesn't matter either. 

Pressing Ctrl+0 removes the heading style from the entire sentence. 

It makes { Font Effects -> Effects <= Title } in pre-defined styles
impractical.
