TAJO-1952: Implement PartitionedFileFragment
This patch contains following modifications:
* Remove partition paths from PartitionedTableScanNode
* Implement PartitionedFileFragment
* Separate a method for pruning partition paths from
PartitionedTableRewriter to PartitionedTableUtil
* Build a type by using partition name which contains partition keys and
values
