Per offline discussion with Hitesh, we will keep the existing behavior so that
we try our best to clean up in cases other than preemption. For preemption, if
we have been preempted so many times then it something else is wrong.
Please do consider changing the mention of staging dir to something like
tmp-dir or scratch-dir. The current names/docs suggest that staging dir is
being deleted which is scary to a user.
