[~jeagles] - looks like we need to make several more config changes for local
mode in the AM. You've mentioned ATS here and node blacklisting elsewhere - we
should just make those changes in the AM conf itself, since they are not used
anywhere else.
ATS, technically, can be used by child tasks as well - so worth mentioning in
the docs as well.
