As of today, tasks are not able to log to ATS unless they create a YARN
Timeline client instance and do their own logging. The tez entities in timeline
are not public. We have not yet provided the necessary hooks for tasks to add
their own events to timeline which will link to the tez framework events. At
some point, if we do, it should be trivial enough to have those hooks be no-ops
in local mode.
