onVertexStartedDone would be set to true when onVertexStarted() is called. Till
then events are buffered. However, quite possible that another source vertex
sends vmEvent which is not yet available in srcVertexInfo. In such case, it
would throw precondition exception in handleVertexManagerEvent?
