Since perl is removed, we need to removed it from README too  Also, build-traffic_ops.logs and build-traffic_ops_ort.log should remove installation steps for perl  ciab-rst needs a cleanup too  traffic_ops.rst under admin and development folder need cleanup wrt traffic_ops-perl reference need to remove perl module installs from ciab/mid/Dockerfile ---------------------------------------------------------------- This is an automated message from the Apache Git Service.
