Perl module installs in the CiaB's "mid" Dockerfile are unrelated to Traffic Ops Perl, they're dependencies of the `traffic_ops_ort` RPM. The `build-traffic_ops.log` and `build-traffic_ops_ort.log` files are not checked into the repository.
