The remaining work this JIRA is to address a potential performance issue with
the scan of the target table. Need to see if the impact of scanning a very
large table to eliminate duplicates would be much worse than the merge
transformation. It may need some optimizer work. Once that is addressed, the
CQD TRAF_UPSERT_TO_EFF_TREE can be turned on.
