Question: there are a lot of similar opportunities to allow properties to be
configurable. Is the general direction to use [Scheduler
Conf|https://github.com/apache/incubator-yunikorn-k8shim/blob/9f0e86fb03b9991d38fde1bd8b6c0f17006e906c/pkg/conf/schedulerconf.go#L53]
for this purpose?
Or do we split the properties based on Performance, Environment etc.
