You're talking about a Type 1 font.
It would surprise me if they had UNICODE support (which is what you want 
if you use Identity-H).
The encoding can be font specific, in which case "" is sufficient as 
encoding.
Or it can be Adobe's Standard encoding: BaseFont.WINANSI, 
BaseFont.MACROMAN,...

Check out your AFM, does it have a line that says:
EncodingScheme AdobeStandardEncoding
Or does it say:
EncodingScheme FontSpecific
