Not really, because the handling of XFA-based PDFs isn't well covered in
ISO 32000-1, because it wasn't in Adobe PDF 1.7 (from which ISO 32K is
derived).  However, ISO 32000-2 does go into a bit more detail about XFA
handling, though not specific about signatures.

It's not a restriction, it's an implementation/design thing in terms of
Signatures. You should read the document about XFA Signatures at

An XFA-based PDF is 100% ISO 32000 compliant.  No questions about it!

HOWEVER, that doesn't means that you can treat it in the same way as you
treat a non-XFA-based PDF. A conforming viewer reacts to them very
differently.  It's not unlike how a PDF with a Collection dictionary will
be displayed quite differently by a PDF viewer (as described in ISO 32K-1)
than one w/o such a dictionary.  As such, certainly modifications one make
make to a non-XFA-based PDF will not be recognized by a
XFA-based-PDF-aware viewer.
