The SDK on Tizen doesn't make a whole lot of sense because it emulates Tizen. But you can certainly use Tizen as a development system. You can "zypper in" the toolchain (gcc, etc) and all the devel packages that are available in the base and other repositories:
http://download.tizen.org/live/Tizen:/2.0:/Base/standard/i586/ However, that said there is no Tizen Desktop environment today so using Tizen as a desktop may not be optimal.
