And I would think a 2.1 web app would run fine in a VM if you get the image working in a VM. I don't use VM's so I can't say, sorry. I'm not exactly clear on what you are trying to accomplish in 2.). The web app can be installed on Tizen IVI from the console using wrt-installer, and can be launched using wrt-launcher. This can be done from a script if you like. However if what you are looking for is a desktop icon to launch with, that's not possible just yet. There is currently no menu screen, just a desktop.
