If you have another motherboard/system around, move your hard drive + ivtv
card to it, and see how it works....

At least this way you will help determine if it is hardware or software. 
It does sound like hardware, however.  I"ve had no luck with VIA anything,
they seem to be the K-Mart of chip manufacturers.

Try something with an Intel chipset, if you can...
