OK, I took home my office windows PC and tried my PVR-350 out. I downloaded all the latest software from Hauppauge's site, and the picture looks just as bad in windows on the channels in question, but continue to look fine when the cable is plugged straight into the TV. The channels not coming in for me are in the 68-72 range.
So, looking more like the LG tuner sucks? I have no way of testing my signal strength.
