Answer my own question, I was able to get my PVR-250 running under
2.6.11 preempt with 0.3.3e, I had simply not compiled in DMA support on
the ide controller, this is why I was losing timer interrupts.

The PVR-250 is now working very nicely. Unfortunately my 500mce that was
working on my desktop is quite unhappy. :(
