That's strange, I think the svideo input on my PVR150 is fantastic (at least compared to composite or tuner). I don't have any reference material to show you, but I think I do my testing with 720x480 at 6500. I usally turn off the noise reduction filters when comparing image quality though:
ivtvctl -c dnr_mode=3,dnr_spatial=0,dnr_temporal=0

I'm not sure about the sharpness control. The datasheet says "luma data path logic processes the luma waveform that comes from the Y/C separation module", so I wonder if the luma postprocess also takes input that comes from a pre-separated source. You can give it a try though:
echo PEAK_EN=1 | cx25840ctl -s
^^^ enable sharpness amp
echo PEAK_SEL=N | cx2584ctl -s
where N is 0-3.  3 being the strongest sharpness.
