Also, one thing additional: even when hard powered off, most PSUs will continue to power the board with these signals for 5-10 seconds additional as the fields slowly collapse in the transformer windings. If the machine is open, you can usually tell, either by watching mainboard LEDs (if they exists), pci card LEDs (if they exist) or listening for the sound of the PSU finally giving it's last bit of juice (a bit of a squeak sound, in my experience).
