Here is something to try: after I unplug the PSU, I usually press the power button on the machine. This flushes the power out of all the caps and transformers as it is spread across the system. You might also make sure that no cable is coming into the tuner card. Cable carries a charge that shouldn't be transferred to the system, but it might be worth a test.

Hmm.  This is likely due to a different cause than PCI bus power
remaining on.

Perhaps it is related to how well the tv-out memory buffer's cells
retain charge (and therefore partial image) without power?  Not much you
can do about that except wait it out.  I hope the chipset registers
don't have a similar issue.
