You still have to run a radio tuner program also so that there is audio to play.

Yes. That command tunes, the ivtv driver sends the audio out through
/dev/video24, then ivtv-radio runs "aplay -f dat < /dev/video24".

If you run a tuner program AND aplay it should be equivalent to
running ivtv-radio the way you have been. At least that worked with
mythFM before I edited it.
