I remember having to do this only because I did not reboot between changing my .conf file to the new 4.0 format. I tried everything but tveeprom would not detect my card. After a reboot everything worked fine. One other thing that might have been your problem when you upgrade and do not modprobe -r tveeprom tuner ivtv ... you are still using the old drivers. At least on my system a modprobe -r ivtv does not unload the other modules.
