The iTVC chips (at least some of them) support closed captioning, and ivtv supports controlling this feature (I have it working with ivtv 0.4.3). It embeds the VBI data in a private stream inside the resulting muxed MPEG. Recent versions of MythTV will display them as you play back recorded shows. I don't know how easy it's going to be to get them into a text file, you may have to write your own code there. IIRC the VBI data is also available via /dev/vbi0, I think there's a utility called ntsc-cc-decoder or similar that might help there.
