This is the same problem I am still having.  I worked with you Hans a  
little but I never heard back from you from my last round of tests.   
I ran into the issue where the windows driver that gave kernel logs  
that you had me download gave me the same weak signal problem on the  
first tuner as I had using ivtv in fedora.

I was kind of thinking the same idea that maybe the frequency was off  
slightly so I was also trying to change the frequency manually using  
ivtv-tine -f, but that didn't really help things.  I will try the  
vtvctl -R command tonight.
