I'm confused.. Is this likely to be a bug with the hardware, software,
or just my setup? Are there others on this list to have a "Samsung TCPN
2121P30A" working fine, or is everyone having trouble with that tuner?

The reason I ask is that while I've been experimenting with the
suggestions here, I've also been talking with the Hauppauge folks, and
they've agreed to allow me to return my 2 PVR-500's for 4 PVR-150s.

Before I go that route, I'd just like to know that I've exhausted all my
options--I'll have to be more creative to make PVR-150s work in my
project (2x the PCI slots), and so if that's unnecessary I'd like to
know that before I return the PVR-500s. 

Also, are there any widespread problems with the PVR-150's right now?
