It's part of the kernel. Try to run 'modprobe tveeprom', then 'lsmod'. 
If you still not see it, then that module doesn't seem to be part of 
your kernel. It you compiled the kernel yourself, then make sure you 
enable the BT848 Video For Linux driver, that should also build the 
tveeprom driver.
