i have hotplug in my kernel:
grep CONFIG_HOTPLUG /usr/src/linux/.config
CONFIG_HOTPLUG=y

i emerged the 2.6.18-gentoo-r3 kernel and installed ivtv from the howto: 
http://ivtvdriver.org/index.php/Howto:Gentoo

udev version is 070.

hotplug starts at boot.
