thx a lot.

Didn't solve the problem, but brought me one step further.
I added some echo statements to
/etc/hotplug/firmware.agent and
/lib/udev/firmware.agent

(I have both, don't know why - i think the second one is the right one)

Both files are never called :-/

So I modified the
/etc/udev/hotplug.rules
by adding 
//
RUN+="logger.agent"
//
(was first in a comment behind a #)

The result is, hotplug is never called by the ivtv driver.
Any ideas?

Its udev 0.105-4 on a debian sid system
$ apt-show-versions | grep udev
udev/sid uptodate 0.105-4
