I experience the same error after unloading and reloading ivtv and using 
cat /dev/video0 > test.mpg.

I should note it appears to occur on certain color combinations. On one 
TV show, for instance, the camera cuts between a man in the studio with 
a large blue background (blue color takes up most of the frame) and 
another man in the field (with different colors). When on the man in the 
field, this distortion occurs, but when it cuts back to the blue studio, 
the distortion stops immediately. So, I think it's based on the frame 
being displayed if that's possible..
