I  tried it with linux 2.6.22.5 and 2.6.23-rc3. It seemed to cause more 
frequent 
freezes and stuttering.  It also caused occasional audio interruptions and 
vertical syncing failure, which I didn't notice before.

On the other hand it seemed to correct a very slight horizontal jitter on the
other (working) board, on one news channel which tends to have poor image
quality.  It comes and goes based on the signal quality, however, so I can't be
sure.

No difference.

    Is the video scaled or is it captured at full

Full resolution NTSC.
