I believe that when you use the test_image=1 option you always get 60
Hz. But without it the output is set to the standard of the tuner by
default, which is 50Hz in your case.
You can verify this with:
v4l2-ctl --log-status
There should be a line like this:
saa7127 3-0044: Standard: 50 Hz
You can force it with 'v4l2-ctl -s ntsc' or 'v4l2-ctl -s pal'.
