This really does sound like a signal quality problem.  Just double check
the suggestions on this page to make sure you haven't got something in
place that's really going to kill your SNR:

How does the analog capture look when you put the RF feeding the
PVR-150 into the NTSC input of the HVR-1600?

How does the analog capture of a VCR playing back a tape via RF channel
3 look when input to the NTSC input of the HVR-1600?  How about when
using a VCR or DVD to playback on the composite or svideo input of the
HVR-1600?
