As a rule of thumb one could work under the assumption that the Windows driver leaves a lot of registers alone - at their reset defaults. I know that the (GPL?) DScaler software came with a RegSpy application for watching writes to registers of certain video bridge chips, but I don't think the CX23416 is one of them. The PVR-150 IR Blaster works under linux, because Mark at blushingpenguin.com figured out how to turn on a debug flag in the Hauppague windows driver to get it to log I2C bus transactions. The CX25843 is connected to the CX23416 via I2C bus. I do not know how to turn on said flag or where it is.
